Job Description

The Regional Centre for Mapping of Resources for Development (RCMRD) is an Inter governmental organization which provides services in surveying, mapping, remote sensing, GIS and ICT to its member States, partners and clients.

It currently has twenty member States in the Eastern and Southern Africa Region.
Our Mission is to promote sustainable development in the member States through generation, application and dissemination of geo-information and allied ICT technologies, products and services.
RCMRD wishes to fill the following vacant positions:
RCMRD is implementing SERVIR Eastern and Southern Africa Project with funding from USAID and wishes to fill the following positions in the project:

1. User Engagement Lead

The User Engagement Lead will be responsible for ensuring that consultation and participation are integrated across SERVIR Eastern and Southern Africa Project activities.

Liaising closely with technical staff working on specific products, tools, training and events he/she will ensure that necessary user engagement activities are planned and that the mix of skills are in place for engaging users effectively.

Duties and responsibilities

  • Systematically identifying stakeholders and assessing their needs.
  • Developing user engagement strategies to ensure stakeholder involvement upfront in design, prototyping and uptake of products and services.
  • Regularly contributing information to the user database and other knowledge management tools related to user engagement and outreach.

Qualifications

  • At least a Master’s level degree in International Development, Sustainable Development, Environmental Science, Natural Resource Management, Adult Education or other related field to this position.
  • At least seven (7) years of progressive experience in international development approaches relevant to this position, including engaging with various users of geospatial applications such as policy makers, communities, students and practitioners.
  • Ability to identify relevant collaboration partners within and outside the institution; maintaining existing linkages and effectively communicating with stakeholders on different levels.
  • Proven record of productive engagement with Government Institutions, NGOs and scientists. Knowledge of the political, social, cultural, environmental and development context of Africa.

Contract Duration: Two (2) years
2. Capacity Development Lead

  • The Capacity Development Lead will primarily be responsible for hub (SERVIR Eastern and Southern Africa) activities that develop and increase the capabilities of government institutions and other stakeholders.

Duties and responsibilities

  • Building and institutionalizing the technical capacity of decision makers.
  • Sharing information about products and services.
  • Coordinating needs assessment exercises.
  • Undertaking market studies.
  • Developing knowledge sharing events.
  • Ensuring appropriate tailoring of communication products.

Qualifications

  • At least a Master’s level degree in International Development, Sustainable Development, Environmental Science, Natural Resource Management, Adult Education or other related field to this position.
  • At least seven (7) years of progressive experience in international development approaches relevant to this position, including development of training or capacity building programs, assessment and strengthening of institutional capacities, and/or development of multi-stakeholder knowledge sharing platforms.
  • Project management experience including but not limited to overseeing training, capacity building, knowledge sharing or other related activities.
  • Proven record of productive engagement with Government Institutions, NGOs and scientists.

Contract Duration: Two (2) years.
3. Monitoring and Evaluation Specialist

  • The Monitoring and Evaluation Specialist will be responsible for the monitoring and evaluation of hub activities.

Duties and Responsibilities

  • Leading the design and implementation of a monitoring framework and information system to track delivery against SERVIR / RCMRD goals and objectives.
  • Leading the analysis phase of selected indicators under the monitoring framework for assessment of progress and impact.
  • Building awareness of M&E approach and training staff to execute monitoring and evaluation framework.
  • Providing management and key stakeholders regular updated reports on the status of program implementation against goals and objectives.

Qualifications

  • At least a Master’s level degree in International Development, Sustainable Development, Environmental Science, Natural Resource Management, Monitoring and Evaluation or other fields related to this position.
  • At least five (5) years progressive experience in monitoring and evaluation of international development activities required.
  • Experience in monitoring and evaluation of science products and activities similar to those that are or will be produced by SERVIR Eastern and Southern Africa Project is desired.

Contract Duration: Two (2) years.
4. Communication & Outreach Expert
The Communication and Outreach Expert will be responsible for communication and outreach activities.
Duties and Responsibilities

  • Developing and managing a strategy for the production and dissemination of a wide array of information and communications through various means.
  • Regularly updating the contents of SERVIR Eastern and Southern Africa and RCMRD web pages.
  • Writing news articles based on current events, earth observation research, and RCMRD/SERVIR Eastern and Southern Africa activities.
  • Preparing press releases and briefs for local and international media coverage.

Qualifications

  • A Bachelor’s degree in Communication, Journalism, IT or Environmental Studies with diverse experience in all facets of communication.
  • A minimum of five (5) years of experience in the area of communication.
  • Possession of strong writing and editing skills and organizational abilities.
  • Demonstrated knowledge of environmental, economic, and social issues.
  • Knowledge of GIS and Earth Observation and operations will be an added advantage.

Contract Duration: Two (2) years.
