VACANCY ANNOUNCEMENT
Background:
In collaboration with the Government of Rwanda (GOR) and private partners, Clinton Health Access Initiative (CHAI) is undertaking an initiative to reduce the incidence of chronic malnutrition, with a major focus on local production of nutrient-dense foods. In this context, CHAI will support the Rwanda Agriculture Board and the Eastern Province to ensure a reliable, high-quality supply of soy. It is in line with above that the Eastern Province, the Rwanda Agriculture Board (RAB) and CHAI are currently implementing an extension model aiming at providing technical support to cooperatives and smallholder farmers.

Summary of the positions:
In order to achieve the program goals, we are recruiting an Agriculture Extension Coordinator and a team of Agriculture Extension Officers who will be seconded to the Eastern Province and selected sectors to coordinate the efforts deployed to provide technical support to cooperatives and farmers;the starting date for the all positions is September 21st, 2015.
Candidates must exhibit outstanding communications skills in English and Kinyarwanda. Theymust be comfortable working independently with tight deadlines and have a deep personal commitment to producing the highest quality results.
1. Agriculture Extension Coordinator
Reporting lines:

The coordinator will report to:
• Governor of Eastern Province
• RAB-Eastern Agriculture Zone Head of Division
• CHAI Nutrition Senior Program Manager

Responsibilities:
• Coordinate the execution of the technical support to the cooperatives
• Manage the implementationof the Agriculture extension program work plan
• Reporting on a define set of indicators ta guarantee program impact and sustainability
• Supervise and monitor the agriculture extension officer team to ensure farmers cooperatives access quality agricultural extension services and best practices are implemented at farmer level.
• Closely working with the Rwanda Agriculture Board and input suppliers to ensure farmers cooperatives access quality fertilizers, improved seeds and other inputs on time.
• Deploy necessary efforts so the agriculture season calendar is respected, especially in places where farmers depend on natural precipitation to irrigate their fields.
• Prepare advocacy materials and documents to support the strengthening of agriculture innovation systems and support services.
• Provide support in the organization and delivery of technical workshops, consultations, seminars and training session
• Provide recommendations and implement solutions to improve selected cooperatives management and farmers technical knowledge
• Participate and contribute effectively in project reflection/review sessions and produce related reports when required
• With support from the team, document and disseminate the project implementation progresses, best practices and lessons learned.
Qualifications and Competencies requirements:
• Bachelor’s degree in agriculture or related field. Master degree holders will be strongly preferred.
• A minimum of 2 years coordination experience in the Agriculture sector.
• Relevant working experience in planning, managing and/or evaluating agricultural extension systems in Rwanda
• Fluency in English and Kinyarwanda
• Valid driving license- Category B

Knowledge, Skills & Abilities:
• Willingness to spend significant time in the field and traveling throughout the Eastern province
• Report writing experience
• Exceptional interpersonal skills
• Excellent organizational, planning and problem solving skills
• Strong communication skills, including the ability to synthesize information concisely, and prepare short reports or presentations
• Excellent attention to detail
• Extremely organized
• Ability to independently manage work stream and deliverables within a high-pressure environment
• Able to meet strict deadlines

2. Agriculture Extension Officers (7 positions)
Reporting lines:
The Agriculture extension officers will report to:
• Agriculture Extension Coordinator based at provincial level
• Executive Secretary of the sector and copy to the president of the cooperative
• District agronomist through Sector agronomist

Responsibilities:
Selected candidates will be responsible for:
• Coordinate the execution of the technical support to a selected cooperative.
• Manage the implementation of the Agriculture extension program work plan of a selected cooperative.
• Reporting on a define set of indicators ta guarantee program impact and sustainability at sector level.
• Ensure farmer members of assigned cooperatives access technical training on agronomical and post-harvest handling best practices through the organization of cascade training
• Closely working with the Sector Agronomist to ensure farmer’s cooperatives access quality fertilizers, improved seeds and other inputs on time.
• Deploy necessary efforts so the agriculture season calendar is respected, especially if farmers depend on natural precipitation to irrigate their fields.
• Support the Agriculture Extension Coordinator in preparing relevant advocacy materials and documents to support the strengthening of agriculture innovation systems and support services.
• Provide support in the organization and delivery of technical workshops, consultations, seminars and training session.
• Provide recommendations and implement solutions to improve management processes of the assigned cooperative
• Participate and contribute effectively in project reflection/review sessions and produce related reports when required
• With support from the Agriculture extension officer, document and disseminate the project implementation progresses, best practices and lessons learned.
Qualifications and Competencies requirements:
The following qualifications and experience shall be required:
• Bachelor’s degree in agriculture.
• 1 year of relevant working experience in the agriculture sector
• Fluency in English and Kinyarwanda

• Excellent organizational, planning and problem solving skills
• Strong communication skills, including the ability to communicate effectively with farmers groups in order to generate mindset and behavior change, and prepare short reports or presentations

• Ability to independently manage work stream and deliverables within a high-pressure environment
• Able to meet strict deadlines
• Valid driving license- Category A is an advantage
