Plan International Jobs NGO Grants Officer (Nairobi) 2017

 

Plan International is an independent development and humanitarian organisation that advances children’s rights and equality for girls.

The main purpose of this position is to support grant management activities for the $42 million USAID support for the Multi-sectorial Orphans and Vulnerable Children Nilinde project.

The Grants Officer will be based in Nairobi and will report to the Grants Manager.

S/he will be responsible for providing support to the management of sub grants from pre-award to close out.

Grants Officer Job Key Responsibilities

  • Provide administrative support to the solicitation, review, shortlisting and selection of sub grantees’ process.
  • Participate in pre-award assessments for potential sub-grantees.
  • Prepares sub grantee agreements or modification documents for review by the Grants Manager and approval by relevant parties.
  • Review sub grantee monthly financial reports, provide feedback for appropriate corrective action and process sub grantee requests for payment.
  • Identify sub grantee capacity building needs and provide technical assistance where needed.
  • Undertake regular sub grantee monitoring visits to review financial records and ensure compliance with the sub grantee agreement requirements and USAID rules and regulations.
  • Develop and maintain a data base of sub grantees for tracking sub grantee expenditure on a monthly basis.
  • Monitor and report sub grantee burn rates, implementation challenges or deviations from plans.
  • Filing and maintaining proper sub grantee records.
  • Participate in the grant close out process.
  • Any other tasks assigned by your supervisor.

Qualifications for the Grants Officer Job

  • A Bachelor’s degree in Accounting, Finance or Management.
  • Professional qualifications in Business, International Development, Finance/Accounting or related field.
  • At least 3 – 5 years’ experience in grants management.
  • Knowledge of USAID financial and administrative rules and regulations.
  • High level of integrity, values, ethics.

The Project Coordinator (Emergency Response) will coordinate emergency response activities in Kilifi, ensure timely, appropriate and effective emergency, assessment, response and monitoring implementation in line with Plan policy, strategy and good practice.

Project Coordinator Job Key Responsibilities

  • Plan and implement time-bound County disaster response initiatives in line with policy, strategy and good practice.
  • Develop and maintain a relevant and extensive contacts, relationships and network for emergency response and assessment; response planning and coordination; fundraising and other resource mobilization purposes, and Plan profiling with appropriate INGO organizations, Government and people.
  • Ensure relief supplies are delivered as per the agreed quality and quantities including safe transportation and storage.
  • Ensure rapid, accurate and focused production of and access to information, including project implementation assessment and activities/programs in the county to the manager as agreed (such as original reports on food security, weather, harvest, nutrition, school attendance, dropout rates etc).
  • Establish and maintenance disasters information database or similar covering all possible technical, supply, human resource, communications, logistics and other needs for immediate access and use in disaster response.
  • Ensure an effective, responsive and well-prepared team and support requirements during the response (ICT, office space and equipment, communication requirements including emergency alternatives, stand-by supplies etc).
  • Prepare monthly, quarterly and donor reports including project financial projections.
  • Provide data for situation reports preparations.

Dealing with Problems:

  • Deal with a diverse number of conflicts that may arise in the course of executing the responses.
  • Negotiate and liaise with stakeholders, as delegated by Plan, e.g. relevant government departments, community, to ensure that the work goes on well.
  • Manage accountability issues with the relevant staff whenever they arise.
  • Manage and support staff as they operate in unpredictable environment.

Qualifications for the Project Coordinator Job

  • Gained through education, training, and experience.
  • Degree, preferably in disaster related field /food security and livelihoods.
    At least 3 years’ experience in relief/disaster response including management responsibility in implementing or coordinating disaster preparedness and response at County level, preferably with an INGO.
  • Proven experience in relief/disaster response.
  • Strong coordination and organization skills.
  • Good communication and negotiation skills.
  • Good understanding of theory and best practice and related technical information in disasters/emergencies and its application in development programming. Have an understanding of supply chain in a relief response.
  • Good report writing skills.

S/he is to be responsible for the formulation of an office plan for information management, and its implementation, utilizing the available resources, in order to maintain/provide efficient IT information operations and services, and to improve work effectiveness and productivity, consistent with the goals, objectives and strategy of the organization.

IT Coordinator Job Responsibilities

Office Management and General Administration

  • Coordinate the introduction of new systems in offices and technical operation of organizational IT systems and applications.
  • Manage the installation of new versions of the systems and troubleshoot ad-hoc user problems.
  • Manage the office multi-user IT network, as well as data and telecommunication facilities.
  • Regularly review and evaluate office and users equipment and recommend replacement in accordance with
  • Plan’s hardware life cycle guidelines and assist in the planning the acquisition of specific IT hardware and software, coordinate its introduction into the office, and manage its maintenance.
  • Identify user IT training needs and highlight these to management. Organize IT training and support for IT users.
  • Provide technical guidance and support to offices on IT policies and assist to maintain and manage ICT infrastructure systems including WAN applications per Global and Regional standards
  • Create and maintain ICT configuration database for both hardware and software and monitor software licensing and usage.
  • Participate in the technical research and development to enable on-going innovation within the infrastructure; and ensures that IT systems, applications and services, hardware, operating systems, software, and related procedures adhere to organizational standards and values, enabling staff to work productively.

  • Managing a mix of IT technologies; productivity software; Plan IT systems application and services; Microsoft

  • Degree in Information Technology (IT) or Computer Studies or equivalent.
  • 4 years’ relevant working experience with at least 3 years in Systems Administration.
  • Certifications in Systems Administration/System Engineering, Microsoft technologies (Microsoft Office,
  • Microsoft Windows, SQL Server, Exchange server and Cisco technologies).
  • Experience in managing and implementing information systems and supporting technologies and proven knowledge, ability and experience in setting up LANs and telecommunication technologies.
