UNDP Somalia CO operates a unique business model. The Head Office is based in Mogadishu; a Support Office is based in Nairobi, Kenya and two Area Offices in Garowe and Hargeisa.

Under the overall guidance of the Gender Specialist for Programmes and the direct supervision of the Gender Project Manager, the Gender Programme Analyst will support the successful delivery of activities under Outcome 4 and gender mainstreaming of all UNDP programmes in Somalia to ensure their alignment with the gender focus of the new CPD.

In addition to the Gender Specialist, s/he will work closely with gender focal team in the respective area offices, relevant staff from UNDP Somalia’s Programme Management Support unit, programme team and ensure strategic partnerships with stakeholders including participating UN agencies and project counterparts.

Programme Analyst Job Duties and Responsibilities

Summary of key functions:

Programme Implementation and Management Monitoring and evaluation, focusing on the achievement of the following results:

  • Support the mainstreaming of GEWE throughout UNDP’s programme and the design and implementation of interventions under Outcome 4;
  • Provide technical assistance in the implementation of the CO Gender Strategy to all units/programmes/projects as required;
  • Work closely with other CO units/programmes in support of gender equality and women’s empowerment to ensure complementarity and avoid overlap;
  • Prepare regular reports on progress achieved by the gender programme following reporting requirements set by the CO (Partnerships and
  • Planning unit) in collaboration with the programme team and donors;
    Contribute to rigorous monitoring and evaluation of gender-related programme interventions, in close collaboration with M/E specialist.
  • Thorough analysis and research on political, economic and social developments trends and issues affecting women’s rights in Somalia to inform a strategic response to opportunities and challenges within the context of UNDP’s programmes in Somalia.
  • Assist the Gender Unit in developing terms of reference for consultancies and contracts for new delivery mechanisms.

Efficient support to tasks related to advocacy, Partnership building, Coordination and representation, focusing on the achievement of the following results;

  • Support the leading role of UNDP in fora and meetings related to gender equality (e.g. Gender Theme Group (GTG) and the SGBV Working group);
  • Participate in and represent UNDP in activities to highlight key gender equality and women’s human rights issues and advocate for integration of gender equality issues into the development agenda;
  • Maintain relationships with UNDP’s partners including donors, government agencies, and NGOs, on matters related to the promotion of national commitments to gender equality with a view of ensuring strategic partnerships and strengthening collaboration;
  • Coordinate project strategies and activities with other UNDP projects to ensure the effective implementation of the Country Programme Document;
  • Contribute to the development of a gender communications strategy for UNDP Somalia in order to build awareness of gender equality issues in Somalia and the contribution of UNDP to the country;
  • Collaborate with gender focal points and provide guidance on gender mainstreaming in the respective programmes;
  • Coordinate strategic advocacy activities to maximize support of the UN system, government and civil society partners on gender equality in line with international commitments to CEDAW, MDGs, UNSCR 1325, 1888, 1889 and others.

Support to Resource Mobilization, focusing on the achievement of the following results:

  • Identify and follow-up on strategic opportunities for resource mobilization for implementation of UNDP’s Somalia Gender Strategy;
  • Build strong partnerships with donor agencies on Somalia focusing on gender issues to ensure coordination and with government’s action plan;
  • Ensure regular communication with and timely reporting to programme donors;
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

Facilitates knowledge building and knowledge sharing as required by the organization, focusing on the following results:

  • Support identification and formulation of policies, lessons learned and recommendations to be integrated into broader CO knowledge management efforts;
  • Contribute to knowledge networks and communities of practice;
  • Support organization and conduct of trainings on gender advancement, gender equality, women’s empowerment, women’s issues, and social development thematic areas related to UNDP’s Gender Strategic Plan in the Country Office;
  • Mapping the learning from capacity development projects on gender issues in Somalia and provide recommendations for deepening capacity of partners;
  • Promote cross-unit teamwork and skills development for the GEWE Project team members through coaching and mentoring;
  • Capture and disseminate lesson’s learned and best practices to contribute to learning on Gender and development elsewhere;
  • Participate in international knowledge networks and other fora to draw on best practice and lessons learned in other similar contexts to apply to Somalia.

Required Skills and Experience for Programme Analyst Job

Education:

  • Masters Degree in Social Science, Gender or Women’s Studies or other relevant discipline.

Experience:

  • Minimum 4 years of progressively responsible professional experience in recovery and development, with special focus on addressing the promotion of gender equality and women’s empowerment in crisis/post-conflict countries;
  • Demonstrated effectiveness in a project management role;
  • Strong IT skills;
  • Previous experience with UNDP or UN Women (ex-UNIFEM) preferred and good knowledge of UNDP rules and procedures is desirable;
  • Strong diplomatic skills in handling counterpart relations;

  • Knowledge of Somalia context is an asset.

Language Requirements:
