Responsibilities

HUMAN RESOURCES MANAGEMENT:
•Initiate and coordinate actions covering the entire span of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, vacancies, job classification reviews, separation of staff members, training, etc., ensuring consistency in the application of UN rules and procedures.
•Provide expert advice on HR policies, particularly with regard to managed mobility, ensuring timely filling of posts consistent with new mobility structure critical for smooth operation of the Organization, as well as recruitment of Consultants and Individual Contractors UNEP-wide and approving contracts in Umoja for offices located outside Nairobi, drafting reports and related documents.
•Provide expert advice with respect to conditions of service, duties and responsibilities, and performance management under the Staff Rules and Regulations.
•Represent the Department/Unit at Departmental Panels and appointment bodies, as necessary
•Review post incumbency reports for purposes of vacancy management and staffing table control, when required.
•Coordinate the preparation and implementation of the work program and budget to ensure compatibility with work priorities and objectives, taking into account the most effective use of resources.

BUDGET AND FINANCE:
•Support ways to improve budget reporting systems and cost-effective utilization of program resources.
•Monitor budgetary allocations for positions to ensure they are funded through regular reviews; drafts routine and ad hoc outputs; and provides reports and data, if required. Identifies deviations from plans and proposes corrective measures.

GENERAL ADMINISTRATION:
•Supervise a staff team and/or provide advice to others on human resource administration, financial administration and management information issues and practices to colleagues.
•Produces major/complex reports for management.
•Provide expert guidance and leadership to more junior staff.

Education

An advanced university degree (Master’s degree or equivalent) in business or public administration, finance, law or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum seven years of progressively responsible experience in administration, finance, human resources management, or related area is required. Experience in the application of Staff Rules and Regulations in an operational environment, hands-on experience with Enterprise Resource Planning (ERP) tool or equivalent is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of a second official United Nations language is desirable.

Evaluation of qualified applicants may include an assessment exercise which may be followed by competency-based interview.
