SENIOR FINANCE OFFICER

Purpose Of The Position

To provide leadership and management of the Accounts Payable unit, ensure accountability through good cash flow and balance sheet management and ensure effective utilisation and safe guarding of assets

Major Responsibilities

Financial Risk Management and Controls

  • Liaise with the Finance manager in developing, enhancing and implementing sound financial policies to minimize financial risk.
  • Highlight changes in regulations and accounting/ financial reporting standards so as to ensure compliance through review of changes in the government regulations, Field Finance Manual and International Financial Reporting Standards (IFRS)
  • Coordinate provision of information as requested during finance audits performed to the RO; ensure the documents are provided on time to the Auditors; and that finance related queries are responded to in a timely manner.
  • Ensure compliance to controls, policies and government regulations.

Oversight of Accounts Payables

  • Oversee the accounts payable function by reviewing and posting the transactions into SUN according to WV policies and deadlines. Raise queries on review done and follow-up with the financial accountants for prompt clearance.
  • Review the cheques / Online payments with supporting documentation
  • Review monthly creditor reconciliations and submit for approval by the FM
  • Liaise with other SSU departments to set up SLAs and ensure compliance.

Asset management

  • Research and recommend programs, policies and procedures to improve the effectiveness and efficiency of fixed asset management, including new software rollout by GC and internal controls
  • Quarterly reconciliation of GL accounts 580 and 880 to fixed assets register
  • Ensure updated fixed assets register with assets over Usd 1000
  • Co-ordinate with Administration team to ensure annual fixed assets physical verification done and well documented
  • Enforce controls relating to assets in order to safe guard EARO assets
  • Complete the Global Annual Insurance Survey to ensure that all Assets are properly insured as per WV Policy.

Fiscal accounting, compliance, monitoring and reporting

  • Review reconciliations (vendor reconciliations) and ensure reconciling items remain current.
  • Prepare monthly draft cover memo and present in the monthly Management review meeting.
  • Upload financial reports onto the FFR database on a monthly basis within the timelines provided for reports as assigned.
  • Oversee treasury Management by reviewing cash flows to ensure sufficient funds are requested from GC, appropriate cash level maintained as provided in the Field Finance Manual and sufficient amounts are hedged.

Balance Sheet Management

  • Review Aging analysis for correctness and follow-up with relevant staff to ensure account allocation is done monthly.
  • Review balance sheet listing reports by the financial accountants to ensure that all balances are properly supported.

Management of Staff advance accounts

  • Review monthly report for recovery of balances over 60 days an ensure implemented in the payroll/in-country pay
  • Co-ordinate to ensure that monthly statements are sent to all staff by the relevant account managers. Prepare a status report of all the statements sent.
  • Send out statements for staff assigned under account management.
  • Review to ensure all staff are assigned to an account manager and assign accordingly.

Leadership, Capacity Development

  • Provide strong and positive leadership to the payables team to ensuring competent and motivated staff are hired and retained, providing efficient delivery of services.
  • Training and development of staff and setting targets for the section.
  • Adhere to WVI key policy documents – mission, core values, and covenant of partnership.

Management of office budget

  • Participation in preparation of, and implementation of the EARO annual CORE budgets.
  • Providing budget approval for expenditure requests (PRF, LPO, and Travel Requests) upon confirmation of budget availability.
  • Analyzing variances and ensuring adequate controls on expenses are maintained.
  • Offer financial recommendations in managing costs

Qualifications:
Education/Knowledge/Technical Skills and Experience

The Following May Be Acquired Through a Combination Of Formal Or Self-education, Prior Experience Or On-the-job Training

  • Educational level required: Bachelors degree in commerce or related field
  • Ability to analyse a wide variety of data
  • Ability to communicate ideas and data both verbally and written in a persuasive and appropriate manner
  • Technical Training qualifications required: Knowledge of MS Office, Lotus Notes and Sunsystems.
  • Experience: 5 years of experience in an Accounting field.
